Obesity Guideline

The first clinical practice guideline for the treatment of adult obesity in South Africa. It was adapted by the South African Metabolic Medicine and Surgery Society (SAMMSS) from Obesity Canada’s clinical practice guideline for a South African context and provides comprehensive guidance for healthcare providers. Importantly, it recommends that obesity is recognised and treated as a chronic disease.

Guidelines for Tuck Shop Operators, Service Providers and School Vendors - NSNP

In 2024, guidelines were issued for food vendors in and around schools. They are intended to promote the availability of healthy food items in schools, provide nutritional education, and increase awareness of safe food handling practices. The guidelines include recommendations for healthy foods to be supplied by caterers, and a list of unhealthy foods that should be eliminated from the school food environment. These nutritional guidelines are not mandatory, but they provide a framework that schools are encouraged to follow.

SADC Strategy and Implementation Plan on the Prevention of Overweight and Obesity

This document lays out SADC’s strategic intent to support Member States in the prevention of overweight and obesity. Incoming - Warning Labels

In 2023, the South African Minister of Health issued a new draft regulation on labelling food products under the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act No.54 of 1972). It proposes that pre-packed foods must bear front-of-package warning labels when they contain added saturated fat, added sugar, added sodium, or total saturated fatty acids, in excess of specified cut-off values, as well as artificial sweeteners. Since the public comment period ended, there has no been update on an implementation date.

The Strategy for the Prevention and Management of Obesity in South Africa 2023-2028

The purpose of this strategy is to disrupt the obesogenic environment in South Africa which is compounded by poor socio-economic conditions and restricted choices to adopt a healthy lifestyle. The goal of this strategy is to: “Reduce the prevalence of obesity and diet-related non communicable disease in the South African population”. There are specific strategic objectives to create an enabling environment with available and easily accessible healthy food in workplaces and schools, and to facilitate equitable access to physical activity (PA) opportunities.

National Strategic Plan for the Prevention and Control of Non-Communicable Diseases, 2022 – 2027

The plan aims to move South Africa closer to Sustainable Development Goal (SDG) 3.4: To reduce, by one-third, premature mortality from NCDs+ through prevention and treatment and promote mental health and well-being by 2030 through the progressive improvement of wellness and reduction of premature morbidity, disability and mortality from NCDs. This includes tackling risk factors such as unhealthy diet, physical inactivity, tobacco use, and harmful alcohol use. Within the plan, there are deliverables to undertake regular screenings and awareness campaigns on obesity among children and adults, and promote physical activity through campaigns and conducive urban design. The plan also contains a target to halt the rise in obesity and achieve a 10% relative reduction in insufficient physical activity by 2025.

National Food and Nutrition Security Plan (NFNSP) for South Africa (2018-2023)

The NFNSP describes how South Africa will tackle malnutrition, and significantly improve food security and nutritional status for all South Africans by 2030. It sets goals to halt the increase in child overweight by 2020 and achieve a reduction by 2022, and reduce adult overweight and obesity by 15% by 2023.

The Prevention and Control of Obesity in South Africa Strategy, 2015-2020

Food Based Dietary Guidelines

Food-based dietary guidelines (FBDGs) are brief, positive dietary recommendation messages that are used to inform consumers how to choose food and beverage combinations that will lead to a diet that is adequate, that meets nutrient need and that is, at the same time, prudent, for example, which lowers the risk of noncommunicable diseases (NCDs)

Foodstuffs, Cosmetics and Disinfectants Act (54/1972): Regulations relating to the reduction of sodium in certain foodstuffs and related matters.

In 2013, the South African Department of Health adopted targets for salt reduction in 13 food categories by means of regulation. There was a stepped approach, with food manufacturers given until June 2016 to meet one set of category-based targets and another three years, until June 2019, to meet the next.

Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act no. 54 of 1972): Regulations Relating to Trans-fat in Foodstuffs

The South African Foodstuffs, Cosmetics, and Disinfectants Act prohibits the sale, manufacturing and importation of any oils or fats, alone or as part of processed food, that exceed 2g per 100g of oil or fat.

South Africa Pledge on Marketing to Children

Companies participating in the South African Marketing to Children Pledge publicly commit to restrictions on marketing communications to children twelve years old and under with a view to promoting healthy dietary choices and healthy lifestyles.

National School Nutrition Programme

The National School Nutrition Programme (NSNP) is a government initiative that provides one healthy and nutritious meal per day to all learners in the 60% poorest schools (quintiles 1-3). The programme also provides nutrition education materials for schools.
