Federal Project "Health for Everyone"

As part of the "Long and Active Life" national project, this federal project aims to strengthen public health by developing and implementing new programmes to prevent non-communicable diseases and increase the proportion of the population maintaining a healthy lifestyle. Actions include a public campaign on healthy living and correcting disease risk factors, monitoring of NCD risk factors, the establishment of new Health Centres with individual healthy lifestyle programmes, and enhanced training for healthcare professionals. Specific goals include increasing the share of citizens leading a healthy lifestyle to 13.6% by 2030, and increasing the proportion of citizens who have undergone in-depth preventive counselling at Health Centres. National Project "Long and Active Life"

National project aiming to increase life expectancy in the Russian Federation to 78 years by 2030, and to 81 years by 2036. This is to be achieved mainly through improvements to healthcare, and specifically, the detection, referral, and treatment of non-communicable diseases. It also includes plans for a public information campaign on healthy lifestyle. Commercial Determinants of Noncommunicable Diseases in the WHO European Region

This report highlights the substantial impact of commercial determinants on noncommunicable diseases (‎NCDs)‎ in the WHO European Region. Nearly 7500 deaths per day in the Region are attributed to commercial determinants, such as tobacco, alcohol, processed food, fossil fuels and occupational practices. These commercial products and practices contribute to 25% of all deaths in the Region. The report’s chapters systematically explore various facets of how commercial interests exacerbate NCDs and key strategies used by commercial actors to negatively influence NCD-related policies at the national and international level. The report also provides selected case studies from the Region to illustrate key strategies and outcomes of industry influence on health policies. The report then calls for urgent and coordinated action to address the commercial determinants of NCDs. It advocates for building coalitions based on the values of equity, sustainability, and resilience. Public health actors are urged to develop competencies in economic and legal frameworks, enforce transparency, and manage conflicts of interest effectively. The report underscores the need for robust financial reforms and strict regulation to curb industry power and protect public health. By implementing these strategies, the Region can accelerate progress towards global NCD targets and Sustainable Development Goals by 2030.

Excise tax on sugary soft drinks

Sugary drinks have been recognised as excisable items since July 1, 2023. The excise rate is set as 7 rubles ($0.12) per liter. Non-alcoholic beverages produced with the use of sugar or other sweeteners containing more than 5 grams per 100 ml are recognized as sugary drinks.

Strategy for the Development of Physical Culture and Sport in the Russian Federation until 2030

Strategy for the Formation of a Healthy Lifestyle of the Population, Prevention and Control of Non-Communicable Diseases for the Period up to 2025

Adopted by the Order of the Ministry of Health of the Russian Federation dated January 15, 2020 No. 8, this strategy aims to promote a healthy lifestyle and prevent non-communicable diseases (NCDs) among the Russian population. Plans for implementation include, among others, developing programmes to promote and enable healthy eating and physical activity, especially among young people; improving medical care and increasing NCD screenings; and implementing initiatives to promote breastfeeding. Through these measures, the strategy intends to reduce the rate of increase in primary obesity incidence to 5%, increase the rate of regular physical activity to 55.5%, and reduce the mortality of the working age population. European practical and patient-centred guidelines for adult obesity management in primary care

This article aims to provide obesity management guidelines specifically tailored to GPs, favouring a practical patient-centred approach. The focus is on GP communication and motivational interviewing as well as on therapeutic patient education. The new guidelines highlight the importance of avoiding stigmatization, something frequently seen in different health care settings. In addition, managing the psychological aspects of the disease, such as improving self-esteem, body image and quality of life must not be neglected.

Trans fatty acid limit

Measures to limit or virtually eliminate industrially-produced trans fatty acids in food intended for the final consumer and/or for supply to retail. The regulation sets a limit on trans fat content to 2% of total fat content in fats/oils. Adopted by the Customs Union of the Eurasian Economic Union in December 2011, and entered into force in January 2018. (Available only in Russian language)

Voluntary "Traffic Light" labelling

On June 1, 2018, the voluntary food labeling project "Traffic Light" was launched by Rospotrebnadzor, the national public health agency. It intends to reduce sugar, salt and fat consumption by providing accessible information on the nutritional composition of food products. Green, yellow and red are used to show the level of salt, sugar and fatty acids, taking into account the recommended daily intake. (Document in Russian)
